Bissett Campaign Announces Outline
for Education
Annapolis, MD – The Committee to Elect Phil Bissett today announced a
working outline of Mr. Bissett's plan to improve the public school
system in Anne Arundel County. Mr. Bissett is a Republican candidate for
Anne Arundel County executive in 2006.
"My goals for education focus on a variation of the 'three R's,'" Mr.
Bissett said. "I believe we need to do more to respect teachers as
professionals, rebuild communication within the education system, and
restore autonomy in our classrooms to improve our public schools," Mr.
Bissett explained.

Under respecting teachers, Mr. Bissett expressed his goal to see teacher
pay scales and benefits be better focused to enable the county to
effectively compete with neighboring counties in attracting and
retaining teachers. He noted that teachers deserve to be able to live in
the communities in which they work. For retiring teachers, he called for
a greater push locally for improving state-controlled pension benefits.
The recent resignation of school Superintendent Dr. Eric Smith
represents the kind of communications breakdown that has plagued the
school system, leaving students, parents, and taxpayers frustrated. Mr.
Bissett believes rebuilding communication is a key component in building
a stronger school system. He is calling for a structured, year-round
dialogue among the teachers' union, school administration, and county
administration to help prevent impasses that often develop during
contract negotiations and budget reviews.
Finally, Mr. Bissett's plan calls for restoring autonomy in the
classroom to help teachers better meet the needs of individual students.
Specifically, he is calling for manageable workloads for teachers,
flexibility within the curriculum, and more support for local schools
from parents and the business community.
"My task as county executive will be to make Anne Arundel County Public
Schools both successful and accountable," Mr. Bissett said. "We have the
potential. We need the leadership to make it happen."
