Public Statement
Leadership means solving problems and making tough decisions. I have done both. 

Personal and professional integrity are very important to me, as is being straightforward in my conduct. 

Today I want to continue to set a very high standard for myself and define an extremely bright line in regard to my actions. 

Recently, it was brought to my attention that a potential conflict may exist, under the federal Hatch Act, between my employment as Director of the Maryland Commuter Rail/Commuter Bus System (MARC) and my pending candidacy for Anne Arundel county executive. When the question was raised, I and Secretary of the Maryland Department of Transportation, Robert Flanagan, under his signature, sought an advisory opinion from the United States Office of Special Counsel, the federal agency with jurisdiction in matters relating to the Hatch Act. That advisory opinion was rendered on May 3, 2005. Operating within the legal parameters set forth in that advisory opinion, we are here today.  

Discussions with my family, friends and political supporters were in-depth and complete. My heart -- and my head -- tell me that my choice is clear and my decision correct. 

I was honored to have been selected by Governor Ehrlich and Secretary Flanagan to lead a vital agency within the Department of Transportation. I want to personally thank each of them for recognizing my management experience and for allowing me to serve the citizens of Maryland.  

I have always been motivated by opportunities to make a contribution to my community. Today represents one such opportunity. I now renew my efforts and redirect all of my energies toward becoming the next Anne Arundel county executive. 

My life, and my family members' lives for generations, have centered on Anne Arundel County.  

My dedication to my family and friends is undeniable. 

My commitment to Anne Arundel County and its citizens is unquestionable. 

I look forward to making sure Anne Arundel County stays on the right track to a bright future.
