Campaign Announces Outline for Public Safety
Edgewater, MD - The Committee to Elect Phil Bissett today
announced a working outline of Mr. Bissett's plan to
strengthen public safety measures in Anne Arundel County.
Mr. Bissett, of Mayo, is a Republican candidate for county
executive.
"Public
safety has always been a basic responsibility of
government," said Mr. Bissett, a former delegate to the
Maryland General Assembly representing District 30. "But
today's needs are far different than those of a simpler
time."
Mr.
Bissett's plan focuses on recruitment and retention of
talent, or personnel, and ensuring that they have the
training and technology needed to do their jobs.
Information
about Mr. Bissett's plan for public safety is posted on his
web site at www.philbissett.com. It's the subject of the
latest edition of "Talking with Phil," an interview-style
series of articles also on the candidate's web site. It's
also the theme of his fourth direct mail piece.
Before preparing his plan for public safety, Mr. Bissett met
with representatives of police, fire, and emergency medical
services as a group.
"I came away
from that meeting knowing we need to do more to improve
communication and coordination among the various
departments," said Mr. Bissett. "There's a real need and a
desire on their part to work together more effectively as a
team."
To enhance
coordination efforts, Mr. Bissett supports creating the
position of security preparedness coordinator from the
existing personnel budget.
"Historically, we've been reactionary, focused on post-event
mitigation," he said. "Today's realities call for more
emphasis on pre-event strategies to ensure that we're
prepared well in advance for any homeland security or
natural disaster threat we may face in the future."
Mr. Bissett ran tabletop drills as the former director of
MARC trains for the state and would employ a similar process
to assess threats and adjust response procedures as county
executive.
"We have
more high-level security targets in Anne Arundel County than
any other county in the state of Maryland," he said. "If we
aren't prepared to secure them, we're not doing our job."
As a
delegate, Mr. Bissett sponsored or supported legislation
that dealt with a full range of public safety issues,
including drunk driving, victim's rights, organ donation,
domestic violence and child abuse. His work won him
recognition from a number of organizations including Mothers
Against Drunk Driving and the Maryland State's Attorneys'
Association.
