At a recent breakfast, Phil and Rebecca Julian, Executive Director of CASA (Court Appointed Special Advocates) are all smiles about a new grant from the Carl M. Freeman Foundation. Phil also volunteered on the Race Committee for the Chesapeake Bay Women's Challenge this summer, which raised funds for CASA.
